MANIFESTO OF THE SOVEREIGN PEOPLE

Those of us who make up the National Intercultural Citizen Assembly and
Plurinational Association of Ecuador (ANCIPE), through the First National Convention in Defense of the Sovereignty of the Republic, Health and Global Wellbeing, held on May 3, 4, and 5, 2024, in the Vilcabamba parish, belonging to the Loja canton, province of Loja, and protected by what is established in Arts. 1, 2, 10, 11, 32, 95, 98, 171, 204 and 416 numerals 1 and 3 of the Constitution of the Republic of Ecuador, WE EXHORT to you, Mr. Constitutional President of the Republic of Ecuador, and to all the representatives of your executive cabinet so that the respective requests of the citizens are faithfully complied with.


Therefore, the plenary Assembly of the First National Convention, after knowing, debating and agreeing, resolves the following:

CITIZEN DECREE:

That, as children of the land of half the world, millennial heirs of the
Andes, and as principals of this Sovereign Republic, we express to the world
That, Ecuadorians have been victims of the systematic violation of our human and constitutional rights by those who exercise the public function of Ecuador, sheltered behind an alleged pandemic, in clear disregard of what is contemplated in Art. 3 of our own Charter. Magna, which obliges the state to guarantee, without any discrimination, the effective enjoyment of our rights established in said document and in international instruments.
That, by the supreme law invoked, absolutely no one can ignore or evade its
duties and responsibilities, as categorically expressed in Art. 83 of
our Constitution, therefore, among our rights also includes the revocation of the mandate of those who do not comply with the law or betray public faith, as established in Art. 61.6 of the Magna Carta.


That, it is inadmissible that the administration in power after violating our fundamental rights, discriminating against a sector of the population, preventing access and enjoyment of public and private goods and services, coercing them to be inoculated with an experimental substance of which they are not responsible for their adverse reactions, issuing resolutions through a committee without constitutional or legal powers, and without a decree of state of emergency having been issued, this administration now has the spirit of trying to sign an agreement behind the backs of the people and the others. global health organizations, blatantly violating our Constitution by violently breaking the rule of law.


That, for such reasons in response to these atrocities against our people
We as the National Intercultural and Plurinational Citizen Assembly of
Ecuador (ANCIPE), We subscribe to this citizen decree protected by what is established in Articles 84, 85 and 204, of the Constitution of the Republic of Ecuador.
Art. 84.- The National Assembly and any body with regulatory power will have the obligation to
adapt, formally and materially, the laws and other legal norms to the rights provided for in the Constitution and international treaties, and those that are necessary to guarantee the dignity of the human being or of communities, peoples and nationalities. In no case, the reform of the Constitution, the laws, other legal norms or the acts of the public power
They will violate the rights recognized by the Constitution.
Art. 85.- The formulation, execution, evaluation and control of public policies and public services that guarantee the rights recognized by the Constitution will be regulated in accordance with the following provisions:
1. Public policies and the provision of public goods and services will be aimed at making
good living and all rights will be made effective, and will be formulated based on the principle of solidarity.
2. Without prejudice to the prevalence of the general interest over the particular interest, when the
effects of the execution of public policies or provision of public goods or services
violate or threaten to violate constitutional rights, the policy or provision must
reformulated or alternative measures adopted to reconcile conflicting rights.
3. The State will guarantee the equitable and supportive distribution of the budget for the execution
of public policies and the provision of public goods and services.
In the formulation, execution, evaluation and control of public policies and public services
The participation of people, communities, towns and nationalities will be guaranteed.
Art. 204.- The people are the principal and first supervisor of public power, in the exercise of their
right to participation.
The Transparency and Social Control Function will promote and promote the control of
entities and organizations of the public sector, and natural or legal persons in the sector
private sector that provide services or develop activities of public interest, so that they carry them out with responsibility, transparency and equity; it will promote and incentivize participation;
citizen; will protect the exercise and fulfillment of rights; and will prevent and combat corruption.
The Transparency and Social Control Function will be made up of the Council for Citizen Participation and Social Control, the Ombudsman's Office, the State Comptroller General's Office and the superintendencies. These entities will have legal personality and administrative, financial, budgetary and organizational autonomy.
Therefore we emphasize the following: 
Invested in our absolute human dignity as living beings of this planet and originating from this territory, where we were born and/or live, under its laws and social, cultural, civilizational norms, in the Jurisdiction of the Republic of Ecuador, we promulgate our feelings and will, and with the support of the civil conglomerates of our community, embracing our freedom of expression, with legitimate autonomy,

WE STATE:

1. That, our life belongs to us and is not at disposal, transfer or
transfer of rights to third parties, so that they decide on our behalf, which

3. That there is no other Legal norm to which we owe respect and obedience
that is not the constitution of the Republic of Ecuador.
4. That we were born alive and the sovereignty over our body gives us

current legal framework in the Ecuadorian territory.
5. That, we have the power to accept or not any medical procedure at
our favor, under strict right to informed consent, consecrated
in the Constitution of the Republic of Ecuador and ratified in other
International Instruments.
6. That, each of us are sovereign in our body, mind and
spirit, therefore, we reject any intention of submission to our
will and consent, because not even the power of the State can
allow ourselves to violate our personal and individual sovereignty.
7. That all our personal freedoms are inalienable, to the point
of individual self-denomination and voluntary adherence to the community to
which we belong from birth.
8. The Constitution of the Republic recognizes the prevalence of natural law, of
which emanate from the rights of the inhabitants in the territory of the Republic of
Ecuador.
9. That, we do not consent to the foreign presence or the connection of our
jurisdiction to individuals or institutions foreign or unrelated to nature
legal of the Ecuadorian state.
10. We urge the expulsion from our country of any form of
interventionism or neocolonialism, camouflaged as commitment
binding diplomacy, neither currently nor in the future.
11.That, we exercise our total authority over the individual being that we are,
on the resources that legally belong to us and on the territory where
we inhabit, by our natural ancestral right and customs in its
ancestral, alternative medicine and its indigenous justice, establishing that
any act, intention, plan or mechanism that violates the rights
constitutional provisions that assist us in accordance with the Constitution of the
Republic of Ecuador.
12.That the sovereignty of the citizens of the Ecuadorian State be respected,
against the impositions of the WHO, and if it is necessary for our country to
withdraw from said Organization.
13.Activate according to the comprehensive family, community and health model
intercultural, for which medicine clinics must be created
complementary, ancestral and alternative according to what is established in the
Constitution of the Republic of Ecuador.

We send this MANIFESTO to you, Mr. Daniel Noboa Azín,
in his capacity as Constitutional President of the Republic of Ecuador for the
pertinent legal purposes, remaining the sole and exclusive responsibility of
its authority to comply with this document.
